Optimal Timing for Assessment Tool Validation

The purpose of assessment tool validation is to make sure that all components, performance criteria, and evidence of performance and knowledge are addressed by your assessment tools. Therefore, whenever you get new training materials, you must perform validation of assessment tools before allowing students to use them. There's no need to wait for your next scheduled validation. Review new materials as soon as possible to verify they are fit for student use.

- Assessor Guide/Marking Guide: Also verify if directions for trainers are sufficient and if clear criteria for each assessment item are provided. Clear benchmarks are crucial for reliable assessment results.
- Other Related Resources: These may include lists, logs, and forms designed separately from the student workbook and evaluation guide. Validate these to ensure they match the assessment activity and comply with course unit requirements.

Panel for Validation

Standard 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and assessors to participate, sometimes including field experts.

Collectively, your assessment validation panel must have:

- Vocational Skills and Current Professional Skills relevant to the validated unit.
- Current Expertise in Vocational Training.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles Guiding Assessment

- Originality: Does the evidence confirm the originality of the candidate's work?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?

Important Factors in Assessment Validation

Pay attention to the tasks in the unit criteria and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one required performance evidence asks students to:

- Change nappies
- Prepare and feed bottles, clean feeding equipment
- Prepare solid food and feed babies
- React suitably to baby signals and cues
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development

Frequent Errors

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Not Competent

Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each evaluation task must cover all requirements, or the student is not yet competent, and the assessment method is not compliant.

Be Specific!

Each assessment item must have clear and specific standard answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your directions do not confuse students or evaluators.

Steer Clear of Double-Barrelled Questions

Not using double-barrelled questions makes it easier for students to respond and for evaluators to accurately evaluate student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait until an audit to address noncompliance. This affects your compliance history, so it's better to take a proactive and compliant approach.
